Tourism Policy and Tariff

 Policy

The Tourism industry in Bhutan is founded on the principle of environmentally and ecologically friendly, socially and culturally acceptable and economically viable.

In order to meet the sustainability policy of the industry, the number of tourists has been maintained at a manageable level and this control on number is exercised through a policy of government regulated tourist tariff.

Bhutan's consistent tourism policy of high value, low impact has helped the Kingdom ensure its rich living culture. The Kingdom represents a mystical destination left for those seeking a journey back into time. Visitors walk into rich and vibrant culture still living in the dances and songs, festivals and legends, the art and architecture, all in a pristine natural setting of majestic mountains and lush valleys.

''While tourism may be important as a revenue earner, Bhutan sees no gain in succumbing to over commercialism. It recognizes that a small country emerging from isolation must do so in its own time and at its own pace. The Tourism council of Bhutan is clear that its policy of high value, low volume is the right policy because Bhutan is just too small for mass tourism. And as the world begins to discover the Land of the Thunder Dragon, many go away with a sense of having been in a special place, far from the insanity of modern living. Here is a land where life may not be materially luxurious but it provides much that is good for a society that is not yet caught up with the global rat race'

 

Minimum Tariff

The policy of value tourism is best supported by a system of a daily minimum high season price of US$ 250 per person per day for visits to Bhutan. The price also in a way limits the volume of visitors allowing exclusivity and care.

The daily minimum price is most often misinterpreted to be extremely high. The fee in fact covers a package that include all internal taxes and charges including royalty, accommodation, all meals, services of licensed guides, internal transport and camping equipment and haulage for trekking tours and all other necessary logistic arrangement. 

The royalty portion goes to the government exchequer, which in turn mainly supports free medical care, free education and other welfare schemes.

The government fixed package tariff for tourists visiting in a team of three persons or more are as follows:-
Minimum Tariff per day

High Season    US$ 250 per person per night

Low Season     US$ 200 per person per night

High Seasons are the months of Mar, Apr, May, Sept, Oct & Nov

Low Seasons are the months of Jan, Feb, June, July, Aug & Dec

The per night cost is same for Cultural Tours, Treks or any other Special Interest Tours. 

These minimum daily rates are inclusive of following services : 

i)  Accommodation in standard hotels, approved by Tourism Council of Bhutan

ii) All transfers and sightseeing within Bhutan 

iii) services of accompanied English speaking guide 

iv)  All meals 

v)  Government's royalty & taxes

vi)  Riding ponies and pack animals on treks 

vii) Entrance fees to the monuments

Individual tourists and smaller groups of less than three persons are subject to following surcharges, over and above daily package tariff :

Surcharge incase only single person travelling = USD 40 per night

Surcharge incase 02 persons travelling together = USD 30 per person per night

In case the number of persons travelling together is 03 or more then there is no surcharge.

Agency Commission
As per international norms, 10% of the gross tour payment shall be payable to the principal agents abroad as commission and shall be deducted by these agents at source. Further, this commission shall be calculated from the net amount after deducting the discounts wherever applicable. Also there is no commission on FIT Surcharges, applicable incase of 01 and 02 pax.

Single Room Supplements
The Government set  package rates are valid for accommodation on twin sharing basis and incase of using single rooms, following supplements will be applicable : 

Festival Seasons USD 50 per single room per night

Other seasons USD 40 per single room per night

Tourism Development Fund
Not applicable .

Visa Fee
Visa fee USD 40 per person is payable extra and it can paid along with tour payment.
